12/13/2017 - Update on Drilling Progress

Project Update

Construction on Cardiff State Beach, Manchester Avenue, and Coast Highway 101

Currently, the contractor is working twenty fours hours, six days a week at the beach site (Mon – Sat) to complete the pilot bore phase of the Horizontal Directional Drilling (HDD).  We are closely monitoring sound levels and have not received any complaints from the community to date. The contractor is making good progress despite the casing installation issues and is currently about 75 – 80% through the pilot bore.  We anticipate the drill will daylight at the plant tomorrow or the next day.  For the remainder of December, they will enlarge the borehole to the desired final diameter (48 inches).  Next steps, they will pull the new 30-inch outfall pipeline from the plant to the beach, make final tie-ins to the existing outfall, demobilize, and restore the beach work area.

Concurrently, the contractor is replacing an aging sewer line that serves Cardiff with new, redundant sewer lines.  This work entails trenching in Manchester Ave. and is expected to commence this Friday, with proper notification to the City and in accordance with the approved traffic control plan.  During this time Manchester Ave. will be reduced to one lane temporarily while the contractor excavates and installs the new pipes.

The SEJPA is coordinating with the Lagoon Restoration, Double Track, and Living Shoreline project teams in order to enhance project benefits and minimize any potential scheduling issues. We currently anticipate project completion at the beginning of March and expect no major schedule impacts with the other projects.

The San Elijo Joint Powers Authority is a local wastewater and recycled water agency serving the communities of Cardiff, Olivenhain, Solana Beach, Del Mar, and Rancho Santa Fe. This project will safeguard public health, protect the local environment, and preserve public recreation opportunities along the beaches of Encinitas, Cardiff, and Solana Beach.
