Horizontal drilling and pipe fusing
Cardiff-by-the-Sea, CA, January 5, 2017:
Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com.

Here’s a brief construction update for the week of January 1st, 2017:
  • The second reaming pass (42-inch) is complete.
  • The third and final reaming pass (48-inch) is expected to commence January 4th.
  • We anticipate continued reaming and preparation of the borehole through January 13th. 
  • We expect to begin pulling the new 30-inch HDPE line from the plant to the beach the third week of January.
  • Approximately 2,450 feet of the new 2,500 foot, 30-inch diameter, land outfall pipeline has been fused and staged for installation at the San Elijo Water Reclamation Facility.
  • Work to tie-in the new 30-inch line to the Escondido regulator structure in Manchester is anticipated to begin middle of next week.

After the borehole has been reamed to the desired diameter (48-inch) and fusing is complete, the land outfall pipeline will be pulled underground through the borehole from the water reclamation facility to the beach.  Once installed, the contractor will connect the new land outfall to the existing ocean outfall system. Work will continue 24 hours a day, 6 days a week until the installation is complete.  Ongoing work in Manchester Avenue is expected through February 2018 and will temporarily impact access to the San Elijo Nature Center.  Every effort will be made to coordinate this work to reduce any inconvenience to the Nature Center and the community.

The San Elijo Joint Powers Authority is a local wastewater and recycled water agency serving the communities of Cardiff, Olivenhain, Solana Beach, Del Mar, and Rancho Santa Fe. This project will safeguard public health, protect the local environment, and preserve public recreation opportunities along the beaches of Encinitas, Cardiff, and Solana Beach.
