Cardiff-by-the-Sea, CA December 28, 2017:
Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com.
Current project highlights and accomplishments include: 

  • On December 16th 2017, the first step (pilot bore) of the horizontal directional drilling was completed, establishing the subsurface path of the new pipeline.
  • On December 23rd 2017, the first reaming pass (28-inch diameter) to enlarge the pilot bore was completed.
  • Currently, a 42-inch reaming pass is in progress and anticipated to be completed the first week of January 2018. 
  • An aging sewer line has been replaced beneath Manchester Avenue and the trench is being backfilled, compacted, and prepared for final asphalt.
  • Approximately 2,000 feet of the new 2,500 foot, 30-inch diameter, land outfall pipeline has been fused and staged for installation at the San Elijo Water Reclamation Facility.
After the borehole has been reamed to the desired diameter (48-inch) and fusing is complete, the land outfall pipeline will be pulled underground through the borehole from the water reclamation facility to the beach.  Once installed, the contractor will connect the new land outfall to the existing ocean outfall system. Work will continue 24 hours a day, 6 days a week until the installation is complete.  Ongoing work in Manchester Avenue is expected through February 2018.

12/13/2017 - Update on Drilling Progress

Currently, the contractor is working twenty fours hours, six days a week at the beach site (Mon – Sat) to complete the pilot bore phase of the Horizontal Directional Drilling (HDD).  We are closely monitoring sound levels and have not received any complaints from the community to date. The contractor is making good progress despite the casing installation issues and is currently about 75 – 80% through the pilot bore.  We anticipate the drill will daylight at the plant tomorrow or the next day.  For the remainder of December, they will enlarge the borehole to the desired final diameter (48 inches).  Next steps, they will pull the new 30-inch outfall pipeline from the plant to the beach, make final tie-ins to the existing outfall, demobilize, and restore the beach work area.

Concurrently, the contractor is replacing an aging sewer line that serves Cardiff with new, redundant sewer lines.  This work entails trenching in Manchester Ave. and is expected to commence this Friday, with proper notification to the City and in accordance with the approved traffic control plan.  During this time Manchester Ave. will be reduced to one lane temporarily while the contractor excavates and installs the new pipes.

The SEJPA is coordinating with the Lagoon Restoration, Double Track, and Living Shoreline project teams in order to enhance project benefits and minimize any potential scheduling issues. We currently anticipate project completion at the beginning of March and expect no major schedule impacts with the other projects.

Cardiff-by-the-Sea, December 7, 2017:

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc.  The project includes the replacement of the existing land outfall pipeline that was installed in 1965 to transport treated wastewater from Encinitas, Solana Beach, Rancho Santa Fe, and Escondido to the San Elijo Ocean Outfall for disposal 1.5 miles offshore.  The outfall system is considered critical regional infrastructure and is in operation 24 hours a day.

On December 5th we received approval from the City of Encinitas Engineering Division for an expedited construction schedule. This allows the contractor to work 24 hours a day, 6 days a week excluding Sunday’s and holidays. We will be monitoring construction noise and have measures in place to ensure minimal interruptions for our neighbors.  Additionally the contractor will be required to limit loud activities to daytime hours. The SEJPA will continue to provide project updates to the community for the duration of the project.

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. The project includes the replacement of the existing land outfall pipeline that was installed in 1965 to transport treated wastewater from Encinitas, Solana Beach, Rancho Santa Fe, and Escondido to the San Elijo Ocean Outfall for disposal 1.5 miles offshore. The outfall system is considered critical regional infrastructure and is in operation 24 hours a day.

For November 29 through December 2, construction on Cardiff State Beach adjacent to Coast Highway 101 will involve the installation of a 60-inch diameter steel casing underneath Highway 101. The pipe will serve as a carrier casing for the new 30-inch diameter Land Outfall pipeline. Construction methods will focus on using means to reduce noise generation and minimize disturbance to local businesses and residents. Currently, the steel casing is approximately 70% installed.


Construction on Manchester Avenue near the San Elijo Lagoon Nature Center will require intermittent traffic impacts for underground roadway work. Traffic will be temporarily reduced to one lane and construction flagmen will be present to control traffic flow. Please drive slow in the cone zone.


On Monday, December 2, the contractor plans to demobilize the equipment used to install the steel casing and begin staging the horizontal directional drilling equipment to install the new Land Outfall pipe underneath Coast Highway 101 and the San Elijo Lagoon.


Directional drilling may begin as soon as December 6 with planned completion by December 30. During directional drilling operations, extended work hours will be required. Once drilling is complete, the contractor will tie-in the new pipeline to the existing ocean outfall. Due to the complexity of this project and other planned construction work within the lagoon, a compressed construction schedule has been implemented and this project is scheduled for completion by March 2018.

The San Elijo Joint Powers Authority and its contractors continued to make installation on the Land Outfall Replacement Project steel casing underneath Coast Highway 101.  This casing will house the High Density Polyethylene (HDPE) replacement pipe and provide structural integrity. No unusual noise was created by this work, and there were no traffic delays in the affected area.  There will be no construction from Thursday November 23rd 2017 – Sunday November 26th 2017 for the holiday. 

On Monday November 27th, the contractor will recommence work, which involves demobilizing the equipment that was used to install the 60” steel casing, and staging the equipment used to install and secure the Land Outfall pipe underneath Coast Highway 101.

Last Sunday November 5th louder than expected construction occurred at Pacific Coast Highway near Cardiff State Beach. All of us at the San Elijo Joint Powers Authority would like to apologize for this unplanned disruption, let you know what was going on, and share what we’re doing to help minimize our impact in the coming months.

The San Elijo Joint Powers Authority is a local wastewater agency serving the communities of Cardiff, Olivenhain, Solana Beach, Del Mar, and Rancho Santa Fe. After the wastewater is treated and safe to return to the ocean, an underground outfall pipe that runs under Manchester Ave and the San Elijo Lagoon carries the water 1.5 miles out to the ocean. Due to the age of this pipe, the land-based section is being replaced with new materials that will ensure over 100 years of continuous and reliable service, and clean beaches.


The noise you may have heard on Sunday was the installation of a 60” steel protection casing under the Pacific Coast Highway. We recognize the disruptive nature of this work and are evaluating different construction methods to minimize future noise and inconvenience to our community.





This work is estimated to be completed by early March 2018. Going forward, we’ll be sending updates to community organizations, local government, and local elected officials to share our progress, and advance warning of noise or traffic congestion. 09/15/2017 - What's happening on the beach in Cardiff?

Beginning this fall, the San Elijo Joint Powers Authority will begin a project to replace the land outfall pipeline that originates at the San Elijo Water Reclamation Facility and connects to the ocean outfall at Cardiff State Beach. The 30-inch inside diameter pipeline conveys on average 10 million gallons per day (up to 25.5 million gallons per day) of treated wastewater from the cities of Encinitas, Solana Beach, and Escondido for ocean discharge approximately 1.5 miles from shore. The land outfall was constructed in 1965, and due to its age and the surrounding soil type, is estimated to be at the end of its useful life. Pipeline failure would likely have both environmental and financial impacts. To date, the SEJPA has not experienced wastewater spills associated with the outfall, and keeping the pipeline in good operating condition is of utmost importance to the agency. The replacement pipe material is high density polyethylene (HDPE) with an anticipated useful life of 100 years. The project is being constructed with the review and approval of seven local, state, and federal agencies.   

The process includes trenchless technology or horizontal directional drilling (HDD) to avoid impacting the lagoon. The HDD launch site will be located on the beach and the new pipe will connect to the existing ocean outfall pipe located approximately 15 feet below ground level at the beach.The HDD process involves drilling a pilot hole along the designated directional path from an entry point.The second stage involves enlarging the pilot hole to a diameter suitable for installation of the pipeline.The third stage consists of pulling pre-fabricated pipeline back into the enlarged hole from the directional drilling exit point to the entry point and ultimately to the point of connection. The dewatering activity on the beach will include baker tanks, separation plant and temporary storage trailers.

Two construction staging areas are required, one at the beach and one at the San Elijo Water Reclamation Facility.The staging site on the beach is approximately 250 ft. by 100 ft. rectangular area to accommodate the HDD launch site.The southbound lane on Coast Highway 101 will be reduced to one lane with a temporary bike lane and a reduction in parking.Construction will occur over a period of approximately 4 - 6 months.
