Ongoing Borehole Preparation for Pipeline Installation

Cardiff-by-the-Sea, CA, January 23, 2018

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com.

Recent progress:

  • Reaming is complete and final borehole preparation is underway.
  • The final step, swabbing, consists of passing a 42-inch barrel through the borehole as final confirmation for new pipeline pullback.
  • The contractor will begin staging equipment for pipeline installation today, January 23rd, 2018.
  • The contractor completed initial quality assurance checks on the HDPE pipeline and the pipe is ready for installation.
  • The aging sewer line under Manchester Avenue has been replaced and the new 10-inch pipeline (see below) is ready for tie in to the Cardiff Pump Station.

After the borehole has been prepared and swabbing is complete, the land outfall pipeline will be pulled underground through the borehole from the water reclamation facility to the beach. Once installed, the contractor will connect the new land outfall to the existing ocean outfall system. Work will continue 24 hours a day, 6 days a week until the installation is complete.  

Ongoing work on Manchester Avenue is expected through February 2018 and will temporarily impact access to the San Elijo Nature Center.  Every effort is being made to reduce any inconvenience to the community.

Inclement Weather and Preparation for Pipeline Installation

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com.

Recent progress:
  • Despite inclement weather and horizontal directional drilling challenges, the Contractor continued to make progress and did not incur further delays.
  • The third and final reaming pass (48-inch diameter) is underway and approximately 2,200 feet (90%) of the alignment is complete.
  • The installation of the pipeline is anticipated to commence next week and will take approximately 48 continuous hours to complete.
  • The land outfall pipeline is completely assembled and staged for installation at the San Elijo Water Reclamation Facility.
  • The contractor is currently performing quality assurance checks on the HDPE pipeline prior to installation.
  • Work to tie-in the new 30-inch line to the Escondido regulator structure in Manchester Avenue is ongoing.

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com.

Recent progress:

  • Inclement weather produced minor schedule delays as the crew shifted focus to storm water best management practices (BMPs) to protect the environment and worksite.
  • The third and final reaming pass (48-inch) commenced January 4th and approximately 700 feet of the alignment is complete.
  • Ongoing reaming and borehole preparation will likely continue through January 20th.
  • The installation of the pipeline is anticipated to commence the fourth week in January and will take approximately 48 continuous hours to complete.
  • The new high-density polyethylene (HDPE) land outfall pipeline is 2,500 feet long and 30 inches in diameter.
  • The pipeline was delivered in 50 foot long sections and required onsite assembly prior to installation using a heat welding process known as “fusing” (see photo).
  • Currently, the land outfall pipeline is completely assembled and staged for installation at the San Elijo Water Reclamation Facility.
  • The contractor is now preparing to perform final quality assurance checks on the HDPE pipeline prior to installation.

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com.

Here’s a brief construction update for the week of January 1st, 2017:
  • The second reaming pass (42-inch) is complete.
  • The third and final reaming pass (48-inch) is expected to commence January 4th.
  • We anticipate continued reaming and preparation of the borehole through January 13th. 
  • We expect to begin pulling the new 30-inch HDPE line from the plant to the beach the third week of January.
  • Approximately 2,450 feet of the new 2,500 foot, 30-inch diameter, land outfall pipeline has been fused and staged for installation at the San Elijo Water Reclamation Facility.
  • Work to tie-in the new 30-inch line to the Escondido regulator structure in Manchester is anticipated to begin middle of next week.

After the borehole has been reamed to the desired diameter (48-inch) and fusing is complete, the land outfall pipeline will be pulled underground through the borehole from the water reclamation facility to the beach.  Once installed, the contractor will connect the new land outfall to the existing ocean outfall system. Work will continue 24 hours a day, 6 days a week until the installation is complete.  Ongoing work in Manchester Avenue is expected through February 2018 and will temporarily impact access to the San Elijo Nature Center.  Every effort will be made to coordinate this work to reduce any inconvenience to the Nature Center and the community.
