Outfall Bypass Preparation, Ongoing Manchester Ave Trenching, and Nature Center Trenching

Cardiff-by-the-Sea, CA, March 30, 2018

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com and www.sejpa.org.

Here are the key updates on our progress:

·       Work at the beach continues as the contractor prepares to install the bypass system, which includes exposing and cleaning the existing pipe 30-feet below the workpad (see picture below). 

·       Excavation is ongoing in the San Elijo Nature Center driveway in preparation for the tie in of the new land outfall pipeline to the existing outfall system. At times, the driveway and parking lot will be closed or reduced to one lane. The pedestrian access will remain open and off-street parking is available on the east side of Manchester Avenue, east of the Nature Center.

·       Construction at the SEJPA water reclamation facility entrance is ongoing, including trenching, installation, and backfill of a new 100-foot section of pipe this week.

·       Ongoing coordination continues with the Lagoon Restoration Project and sand replenishment program west of the beach worksite. More information is available at the Build NCC website by SANDAG & the San Elijo Lagoon Conservancy.

Ongoing trenching work in Manchester Avenue is expected through April 2018 and may temporarily impact traffic and access to the San Elijo Nature Center.  Every effort is being made to reduce any inconvenience to the community.

Outfall Bypass Fabrication and Upcoming Manchester Ave Trenching

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com and www.sejpa.org.

Here are the key updates on our progress:


·       Work continues at the beach worksite to tie in the new land outfall to the existing ocean outfall system.  Dewatering is ongoing to remove ocean water from the excavation and allow work to continue 30-feet below the workpad (see previous post). All water leaving the site is clean, ocean water.
·       The existing outfall system has been measured and components for the bypass system are on order. Expedited fabrication is currently underway in Texas.
·       Preparation for the east tie-in of the new land outfall at the SEJPA facility is ongoing.  Trenching will begin at the San Elijo Nature Center driveway in the near future and at times may require a full closure of the driveway.  Walk-in pedestrian access will be maintained during this work.  Parking may be available along Manchester Avenue east of the Nature Center.
·       The SEJPA is coordinating with local projects including the Lagoon Restoration Project responsible for replenishing the sand west of the beach worksite (see below.) SANDAG and the San Elijo Lagoon Conservancy are conducting this operation and more information is available at the Build NCC website.
·       The 10-inch City of Escondido pressure relief line has been installed, quality assurance tested, and is operational.

03-16-18 - Lagoon Trail Restoration

Want to be a part of the hands-on conservation community efforts in San Elijo Lagoon Ecological Reserve? If so, please join the Lagoon Platoon team Saturday, March 17th from 9am-12pm to lend a hand with the Rios Trail Restoration by helping with native seed collection, planting, invasive plant removal and propagation efforts. This event will be led by a Conservancy biologist along with Conservancy naturalist from the San Elijo Native Plant Nursery who will lead participants on a brief tour before the event starts. The goal of this project is to propagate plants unique to San Elijo Lagoon Ecological Reserve, which will not only engage the community, preserve genetic integrity and increase survivorship of plant species but also reduce our carbon footprint. Continued Excavation of Ocean Outfall & Bypass System Design

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com and www.sejpa.org.

Here are the key updates on our progress:


  • The contractor exposed the existing ocean outfall pipe connection and gathered measurements for the design of the bypass system that will connect to the new land outfall pipeline.
  • Over the next few weeks, the custom bypass system will be fabricated and installed.
  • A 5th & 6th dewatering well were installed at the beach work pad to remove groundwater from the excavation site. This water is tested and clean as mentioned in detail in a previous post.
  • Excavation is continuing at the water reclamation facility on Manchester Avenue in order to connect the east end of the new outfall pipeline to the City of Escondido and SEJPA water infrastructure.
  • Next week the contractor will begin excavation and installation of a 10-inch pressure relief line for the City of Escondido pipeline.
