Join the San Elijo Lagoon Foundation this weekend and every 1st & 3rd Saturday of every month from 9am-12pm to take part in lagoon habitat restoration. Lend a hand with native seed collection, planting, invasive plant removal and propagation efforts with the Foundation’s team of biologists and naturalist and other community members.

Preparation for Land Outfall Connection Continues

Cardiff-by-the-Sea, CA, February 21, 2018

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com and www.sejpa.org.

Here are the key updates on our progress:

  • The contractor experienced a minor delay of the dewatering well drilling process due to unforeseen conditions including large rocks and pieces of concrete beneath the beach workpad.
  • The dewatering system includes 4 wells with pumps, a settling basin, a dewatering pipe, and a rock “energy dissipator” to reduce potential sand erosion and ensure public safety.
  • Dewatering is a critical step to allow the contractor to locate the exact connection points and install a bypass system on the existing ocean outfall in order to connect the new HDPE pipeline.
  • The bypass system will allow for a live connection to the existing ocean outfall, eliminating the need for any interruption in service during connection and switchover from the old land outfall pipe to the new land outfall pipe.
    • Excavation is ongoing at the water reclamation facility on Manchester Avenue in order to connect the east end of the new outfall pipeline to the City of Escondido and SEJPA water effluent infrastructure.
      Ongoing trenching work in Manchester Avenue is expected through March 2018 and may temporarily impact access to the San Elijo Nature Center.  Every effort is being made to reduce any inconvenience to the community.

      Dewatering and Preparation for Ocean Outfall Connection

      Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com and www.sejpa.org.

      Over the past two weeks, the project team began the process of connecting the newly installed HDPE land outfall pipe to the existing ocean outfall system. This involves a 30-foot deep excavation, dewatering, and safety work at the Cardiff State Beach workpad, as well as trenching at the SEJPA facility on Manchester Avenue.

      Here are the key updates on our progress:

      • Dewatering of the beach excavation site is ongoing and the water leaving the worksite is clean ocean water. The process consists of pumping the ocean water seeping into the excavation back on to the beach (if you’ve ever dug a hole in the sand, you can imagine this process on a larger scale).
      • Last week, the contractor carefully located the existing ocean outfall pipe through a combination of digging and probing at the excavation site. Further dewatering is required to locate the exact connection points to the existing outfall beneath the workpad and to install a bypass piping system.
      • Once the connection points are located the contractor will begin fabrication of the bypass piping. The bypass system will allow for a live connection to the existing ocean outfall, eliminating the need for any interruption in service.
      • The contractor also installed shoring at the excavation site in order to safely work in the 30-foot deep excavation pit (see picture). Shoring supports the walls of the excavation to prevent the beach sand from collapsing on workers.
      • At the water reclamation facility on Manchester Avenue, excavation and shoring are under way to connect the new outfall pipeline to the City of Escondido and SEJPA water effluent infrastructure.

      02/13/18 - Land Outfall Replacement Overview Video

      The project team successfully completed the horizontal directional drill "pullback," a critical project milestone, on January 26, 2018. This video highlights this technically challenging construction method that allows the pipeline to be pulled underground from the SEWRF to Cardiff State Beach with minimal impacts to the environment.



      We appreciate our community's patience and understanding over the past couple of months while this and other major regional projects have been happening at the same time.

      Quality Assurance and Preparation for Ocean Outfall Connection

      Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com and www.sejpa.org.

      Recent progress:

      • Quality assurance testing is complete and the pipeline is ready for connection.
      • The contractor completed the grouting operation, where concrete is pumped into the space around the land outfall pipeline to prevent ground settlement.
      • The crew will now focus on excavation at the beach worksite and preparation of the pipeline for the connection to the existing ocean outfall system directly below the work area (see photo below).
      • The aging Cardiff sewer line under Manchester Avenue has been replaced, tested, and connected to the Cardiff Pump Station and is now operational.

      Ongoing trenching work in Manchester Avenue is expected through February 2018 and will temporarily impact access to the San Elijo Nature Center.  Every effort is being made to reduce any inconvenience to the community.

      Completion of Horizontal Directional Drilling and Pullback

      Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com.

      Recent progress:

      • The critical stage of the HDD process, referred to as “pullback”, was completed on January 26, 2018.
      • 2,600 feet of 30-inch HDPE land outfall pipeline has been successfully pulled underground from the San Elijo Water Reclamation Facility to the worksite at Cardiff State Beach.
      • The pipeline is currently undergoing final quality assurance testing to ensure it was not damaged during the pullback process.
      • The drilling equipment is being removed from the beach worksite to provide space for the contractor to excavate and connect to the existing ocean outfall system directly below the work area.
      • Once quality assurance testing is complete, the contractor will pump concrete into the space around the land outfall pipeline to prevent ground settlement.
      • The aging Cardiff sewer line under Manchester Avenue has been replaced and it is anticipated that the new 10-inch pipeline will be connected to the Cardiff Pump Station and operational the week of February 5th.

      Normal project work hours resumed on January 26, 2018.  Ongoing trenching work in Manchester Avenue is expected through February 2018 and will temporarily impact access to the San Elijo Nature Center.  Every effort is being made to reduce any inconvenience to the community.
