Successful Outfall Tie-in Shutdown

Cardiff-by-the-Sea, CA, May 17, 2018

Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com and www.sejpa.org.

Here are the key updates on our progress:


·       After 52 years of service on the existing outfall, the SEJPA is now connected to the new HDPE outfall pipeline.  The team successfully completed the first of two critical tie-in shutdowns on 5/10 to connect SEJPA and City of Escondido to the new outfall system.  

·       The team also redirected the City of Escondido flows to the South line of the Escondido regulator vault in order to begin construction of the North line.  This requires a deep excavation in the Nature Center driveway to demo the interfering portions of the existing outfall and connect the new outfall system to the regulator structure.

·       Once the North line is constructed, the south line will be connected to the north line and the new outfall system. Next, the new pipes will be pressure tested for quality assurance.

·       A second shutdown is planned for 5/19 in order to perform these next steps. Similar to the last shutdown, we anticipate no additional impacts to the community.

·       The beach worksite and roadways will be restored to pre-existing conditions over the coming weeks (as seen in the picture below.)




Ongoing trenching work in Manchester Avenue is expected through May 2018 and may temporarily impact traffic and access to the San Elijo Nature Center.  Every effort is being made to reduce any inconvenience to the community.

The San Elijo Joint Powers Authority is a local wastewater and recycled water agency serving the communities of Cardiff, Olivenhain, Solana Beach, Del Mar, and Rancho Santa Fe. This project will safeguard public health, protect the local environment, and preserve public recreation opportunities along the beaches of Encinitas, Cardiff, and Solana Beach.
